Philippines’ public-private partnership program

Author:

Alito L. Malinao, published this article about the failures of the Philippine’s governments PPP program in xinhuanet.com

http://news.xinhuanet.com/english/2015-08/21/c_134542472.htm

The article provides information that though there is a pipeline the majority of the projects never got off of the ground and those that did were not big ticket items.   I am interested in looking into this to see if there is more information and possible lessons learned.

Author:

Karina Chichkanova wrote on 8-17-2015 in the Moscow Times how the Russian Federation adopted a law to provide the legal framework for PPP which will come into place by 2016.  According to the article, though it establishes the groundwork it does not go far enough.

Manufacturing as a Service

Author:

Andrew Zaleski write in Fortune on 8-25-18 how Dassault Systems are able to push “Manufacturing as a Service.”  Using advanced modeling and simulation, 3D printing and a focus on prototype  “at the very least, let software begin to shift the manufacturing industry from one focused solely on a final product to one that equally emphasizes quick design and prototyping services.”

This is something that I worked with in the Council on Competitiveness Public Private Partnership to support HPC and Modeling and Simulation.

Discovery News Great Title: Black Holes Slug it Out in Quasar Deathmatch

Author:

Ian O’Neil has a very interesting article in Discovery News from 8-28-15.  I really like the title.  Black Holes Slug it Out in Quasar Deathmatch.    His article is full of information has has a good video too.

“As they orbit one another inside the quasar’s core, the smaller black hole carves out a region at the inner edge, also creating its own, smaller accretion disk. Calculations show that the pair complete one orbit every 1.2 years. The larger black hole is approximately 150 million times the mass of our sun and its smaller partner is 4 million times the mass of our sun.”

Yearly Excavations Begin at Van Castle

Author:

According to the Dogan News Agency  over 40 scientists from 12 universities are in Van for the yearly dig at the ancient Urartian capital.  Work is ongoing at the Castle Mound,  the picture taken from Hurriyet Daily News shows the size and complexity of this fortress which is 5,000 years old.   The focus of the expedition is to understand how the Urartian civilization was destroyed and how came after.   I would argue that it shows the continuous occupation of Van since pre-history by Armenians or pre/proto Armenian peoples.

What’s going to turn up in a harbor?

Author:

Elif Batuman’s article in the August 31st 2015 edition of the New Yorker discusses the challenges of infrastructure in an archaeologically rich area such as Constantinople.  Her story discusses the rich find beneath the Bosporus in the effort to build a high speed tunnel across the straits.

Of particular to interest me was the role of archaeology in the Kemalist national identity.

Scientists Replicated 100 Psychology Studies, and Fewer Than Half Got the Same Results

Author:

On 8-27-15 Smithsonian Magazine highlighted an article from Science  which showed that fewer than half of the studies published in 2008 in the top three psychology journals were reproducible.    This is a serious problem for psychology and challenges the methods they are using in collecting their data.
